Job description

The Junior Adviser in Statistics & Economic Affairs will be part of the Federation’s Research and Statistics Department and will work closely with the Federation’s Senior Economists.

The position entails:

  • Collecting market data and information from the federation’s Member Associations and European leasing companies at regular intervals;
  • Analysing and interpreting the collected data to generate added-value messages;
  • Writing insightful analysis of market trends and sentiment (incl. the production of tables and charts);
  • Collaborating on Leaseurope’s research projects in the context of the Federation’s Research Programme;
  • Presenting market developments and research findings to various audiences in Brussels and internationally;

Business Assurance Division

PKF Littlejohn was previously a member of Prime Global, an association of independent accountancy firms worldwide. In 2011 a consortium of European Prime Global firms led by PKF Littlejohn was awarded a contract with five Directorate-Generals of the European Commission to audit grant funding awarded to various organisations within the European Community.

In addition to this contract PKF Littlejohn have a further three contracts with further Directorate-Generals of the European Commission to audit grant funding awarded to organisations with the European Commission and one with the European Free Trade Association (EFTA).

PKF Littlejohn has a Partner permanently based in Brussels to oversee the completion of assignments on this and other European contracts, as well as to identify new business opportunities.

The contracts cover a period of up to 4 years; however PKF Littlejohn has proved successful in securing a number of EC contracts for second and third terms.

The contracts include within their scope the audit of grants awarded to various organisations, including private companies, governmental organisations and non-governmental organisations, in various fields including culture, research, energy etc. Approximately 200 field trips are carried out in each year. In total, each assignment will take approximately 0.5 - 2 weeks to complete with most assignments taking less than one week.

  • The post holder will assist in management and supervision of the individual batch contracts allocated to PKF Littlejohn;
  • Assist the Partner in charge of the Co-ordination Office in supervising and directing the other office personnel;
  • Act as deputy to the Partner as necessary;
  • Aid in the development of new business, including identifying opportunities, and preparation of tender submissions.

She/he will be required to review planning documents, completed files and draft reports and travel to European and field locations as required. The individual must have accounting and audit skills and be ACA qualified or equivalent, or have internal audit skills and qualification.

The individual will join an existing team of four personnel (1 administrator, two co-ordination managers and one partner).

MAIN DUTIES/AREAS OF RESPONSIBILITY

Planning, monitoring and review:

  • Batch planning which will include staff planning, detailed planning at an individual assignment level including liaising with the beneficiary;
  • Managing batches, including liaising with the assignment leader during and post the audit, ensuring that the assignment leader works to our strict reporting deadlines with the EC, keeping our Brussels team informed of any problems, ensuring queries from our Brussels team and the EC are responded to promptly and ensuring that we complete our assignments within the 7 month contractual deadline;
  • File and report reviews;
  • Other duties including managing FP7 certification work and maintaining a small portfolio of non-EC clients.

Staff management:

  • Supervision of administrator and EU co-ordination managers;
  • Analysis of effective staffing levels (internal and external) and ensuring staffing sufficient to cover assignments, holidays;
  • Team admin (holidays, toil, expenses).

Technical and research:

  • Focal point for technical advice/expertise, including producing relevant guidance and training;
  • Ensuring up to date knowledge of applicable rules, procedures, guidance and accounting standards (IAS);
  • Producing Technical Bulletins and other information to aid audit firms in their work; developing working papers, report templates and other tools;
  • Maintaining key resources in a central folder;
  • Tracking relevant EC funding decisions, agency press releases, newsletters, publications, social media comment and detailed other research as required;
  • Monitoring media, radio, podcasts, lectures etc for relevant stories/information.

Support to Partner in Charge:

  • Replacing or standing in for partner-in-charge at meetings with EC officials or in other communications (eg contentious reports, review comments; discussions over late completion/penalty charges, etc);
  • Negotiating with audit firms over technical, administrative or contractual matters issues as necessary;
  • Developing new business contacts and opportunities both with EU institutions and beneficiaries of EU funding (including tender preparation);
  • Developing new business contacts and opportunities with other international organizations;
  • Providing input and expertise on matters of leadership and strategic thinking generally.

PERSON SPECIFICATION

Experience:

  • External audit experience, ideally with previous exposure to working with or for International Institutions with a grant audit perspective and/or internal audit work;
  • Detailed knowledge and understanding International Standards on Auditing (including IPSAS, COSO) in the public sector;
  • Excellent report writing and communication skills.

Qualifications:

  • Qualified ACA or ACCA, or equivalent.

CECED, the European Committee of Domestic Equipment Manufacturers, is looking for a Junior Specialist in EU Environment Policy to join its team based in Brussels.

The successful candidate will work on European Union (EU) advocacy issues and play a supporting role in the environment team in CECED on all aspects of EU environment policy and legislation relevant to the household appliance sector, such as e-waste, resource efficiency, chemical and material restrictions, as well as other end-of-life policies. He/she is an independent, well-organised worker, with some experience in project management, a good communicator with a positive attitude and a strong sense of teamwork and the ability to adjust easily to changing circumstances.

Main responsibilities:

  • Support in the development and execution of advocacy on main environmental priorities, in close coordination with CECED member organisations

Professional experience:
